TITLE: Executive Director
APPOINTED BY: J.C.S.C.C., Inc. Board of Directors
PURPOSE: To manage and direct all aspects of planning, program development and operations of the J.C.S.C.C., Inc. in a manner which appropriately addresses the needs of the elderly. To encourage member and community participation to achieve the common good.
RESPONSIBILITIES:
I. GOVERNANCE:
A. Provides appropriate leadership and staff support to the Board of Directors in
carrying out their responsibilities.
B. Advises the Directors on Board composition to appropriate expertise on the
Board.
II. SHORT TERM PLANNING
A. To direct the development and implementation of annual operating plans,
including operating and capital improvement budgets, to ensure effective
performance and achievement of long range organizational objectives.
III. LONG TERM PLANNING:
A. To assure that the operational, capital and long range plans are fully
coordinated to achieve maximum benefits for the e1derly and the
community.
B. To participate on various committees and councils (internal and external) to
plan, coordinate and oversee the development of services.
C. To continuously gather, analyze and interpret data to measure key changes
in community needs and organizational performance.
D. To develop a long range organizational development plan and update on a
regular basis.
IV. FINANCIAL MANAGEMENT:
A. To ensure appropriate distribution of funds so as to enable key services to be
maintained.
B. To monitor performance against annual operating plans, institute corrective
action where appropriate and recommend variance to budget where
appropriate.
C. Oversees financial performance and fiscal affairs of the Center and
recommends fiscal policies, procedures and controls to the Board.
D. Ensures philanthropic support through Sustaining Membership Program and
other foundation and granting agencies.
V. CLIMATE SETTING AND LEADERSHIP:
A. To provide a constructive example for others.
B. To establish timely and effective communication with all staff to keep them
aware of important information, as well as, to receive information and insights
from them.
C. To maintain an active role in the community, so as to enhance the image of
the Center and further its objectives.
D. To work with community leaders and elected officials to advocate the needs
of the elderly and the J.C.S.C.C. Inc.
E. To ensure that all inside groups receive adequate assistance to aid them in
attaining Center objectives and to be a source of information and
understanding in these matters.
VI. OPERATIONS:
A. To develop and maintain a management structure, operating procedures
and staffing to meet the needs of the Center.
B. To establish and monitor service delivery guidelines that is sensitive to needs of
the elderly, and which ensure the effective day-to-day operation of the
Center.
C. To direct the development and maintenance of administrative policies,
ensuring compliance with Board directives, and applicable laws and
regulations.
D. To supervise personnel, develop mutually agreed-upon standards of
performance, appraise staff performance and provide direction ensuring
effective performance.
E. To ensure positive attitudes of significant customer groups, as well as, staff. To
identify and correct systems, service delivery, procedural and human
relations problems that interfere with customer, employee and/or volunteer
satisfaction.
F. To ensure that employees develop the necessary knowledge and skill to
perform their work and to provide opportunities for growth. To identify
professional development needs for staff, to monitor staff development and
to plan for job succession.
LIMITS ON AUTHORITY: The person designated as Executive Director of the J.C.S.C.C. Inc. shall have the authority delineated above within the context of approved Center
plans and policies. However, without the special approval of the Board of Directors, the Executive Director may not take any actions which by policy or procedure require the approval of the Board of Directors.
The Executive Director serves as Chief Executive Officer for the Board of Directors and operates as an independent professional under the direction of the Board.
QUALIFICATIONS:
1. Bachelors Degree and two (2) or more years experience working with older
adults.
2. Familiarity with government programs and funding practices affecting older
adults including grant writing.
3. Strong organizational, as well as, written and verbal communication skills.
4. Minimum two (2) years experience with not-for-profit accounting and
functionalized budgeting procedures.
5, Minimum two {2) years of management and supervisory experience with
increasing responsibilities,
